Since 2013 the team have been actively involved in collision investigation in the UK either as senior investigators or in the delivery of equipment and training services for the UK’s cadre of professional forensic collision investigators
After concluding his career in the police force in 2015, Mike retired as a Senior Investigating Officer specialising in road death investigations. With a wealth of experience as a test driver and vehicle limit handling specialist, Mike dedicated himself to post-incident vehicle testing, collision investigation, and reconstructions. This vocational commitment led him to establish ScenePro Limited where Mike is the Managing Director.
Under Mike's guidance, ScenePro Limited focused on developing a range of technologically advanced digital forensic computer instruments. These instruments were meticulously designed to ensure ease of use and efficient deployment. Through rigorous evaluation testing by UK policing agencies and independent verification by the motor industry, Mike's leadership resulted in the ScenePro CI 200 range of instruments becoming the sole validated instrumentation for police forces in England and Wales.
In 2017, Mark, an experienced Roads Policing Officer, joined forces with Mike Peck, the founder of ScenePro Limited, as they worked on advancing the company's forensic collision investigation instrumentation and increasing its brand recognition. During this time, the company was also actively engaged in conducting highways triage road safety surveys for various local authorities' highways departments and a Safer Roads Partnership.
In 2019, Mark transitioned to the role of Commercial Director at ScenePro Limited. In this capacity, he oversees a wide range of responsibilities, including account management, customer relations, and business development.
Anya Bloom has more than 30 years experience as a solicitor in the commercial world. She runs her own practice and is an advisor to a number of SMEs on risk and commercial matters.
Matthew Margetts has a wealth of experience in business, having worked in Europe and Asia Pacific in a number of sales and marketing roles. He is a portfolio director and active commentator on environmental and sustainable development.
Andy Shelton began his law enforcement career in 1995 as a Reserve Deputy with the Montgomery County Sheriff’s Department in Clarksville, Tennessee, while working in the automotive trades. He left the automotive industry and went into full time law enforcement when he joined the Tennessee Highway Patrol in July of 2000. Then Trooper Shelton was selected to join the Critical Incident Response Team (CIRT) in January of 2006. He was promoted to Sergeant of CIRT Team 4, which covers the West Tennessee Region in November of 2007. In September of 2013, Shelton was promoted to Lieutenant where he was the State wide commander over the CIRT Unit. In May of 2017, the CIRT unit was divided into two Bureaus, and Lieutenant Shelton became the West Tennessee Bureau Lieutenant, covering the Nashville, Lawrenceburg, Jackson, and Memphis Districts.
Andy holds a Bachelor’s Degree in Criminal Justice Administration and a Master’s Degree of Professional Studies in Emergency Management with a focus on Crime Scene Documentation. His specialized training includes Basic / At-Scene Crash Investigation, Advanced Traffic Accident Investigation, Traffic Crash Reconstruction, Rail Grade Crossing Investigation, Part A and Part B Commercial Vehicle Safety Alliance Certification, Basic Hazardous Materials Inspection, Cargo Tank Inspection, Post Crash Commercial Vehicle Inspection, Foundation Brake Systems, Tire Failure Analysis, Crash Data Analysis, Pedestrian / Bicycle Crash Investigation, Forensic Mapping, Shooting Scene Reconstruction, 3D Scanning, and much more. Andy has participated in over three dozen live crash tests involving everything from pedestrians to tractor trailers, and has personally conducted dozens pedestrian strike crashes.
Andy is a graduate of the Northwestern University School of Police Staff and Command. He has been certified as an expert witness in the areas of At-Scene Crash Investigation, Crash Reconstruction, Electronic Crash Data Analysis, Commercial Vehicle Post Crash Inspection, Shooting Scene Reconstruction, Forensic Mapping, and was the first investigator in the State to be certified as an expert witness in Crash Scene Evidence Collection and Analysis. Andy is a certified police instructor of basic crash investigation, advanced crash investigation, crash reconstruction, and pedestrian crash investigation. Through this, Andy has had direct contact training with hundreds of officers from the Tennessee Highway Patrol and numerous other agencies both within and outside the State of Tennessee.
Andy is also a certified instructor in Microsurvey Map360 core with Point Cloud, Leica Register 360, and was the first person to be certified as an instructor in the Leica Geosystems Reality Capture program with Multi-Sensor Forensic Mapping technologies. Andy is an FAA Part 107 certified sUAS pilot and regularly uses UAVs in the area of crash and crime scene investigations.
Andy has worked directly with and trained investigators from all levels of government. He has participated in cases with municipal, county, and state agencies within Tennessee, as well as having assisted on federal investigations both inside and outside the State. Andy has presented to conferences in the areas of Crash Reconstruction and Forensic Mapping in the States of Tennessee, Kentucky, Wisconsin, Pennsylvania, Arkansas, and South Carolina. Andy has trained members of the Federal Bureau of Investigation in crime scene mapping. Andy has been directly involved in criminal investigations in over half of the counties of the State of Tennessee and has responded to calls for service in all of the 95 counties of the state as well as responded to both State and Federal calls for service outside of the state.
As a result of having testified as an expert witness and participated in training with dozens of law enforcement agencies in multiple states with hundreds of officers and presented to attorneys general conferences, Andy is an experienced public speaker and comfortable with audiences of any type or size. After nearly thirty years in law enforcement, Andy retired at the end of August, 2024 and has moved into consulting for law enforcement agencies, prosecutors, and companies who provide crash reconstruction related equipment.
In addition to his law enforcement experience and education, Andy is a law enforcement mental health advocate, an avid photographer with hundreds of published event and promotional photographs, a custom and performance automotive enthusiast, and enjoys cooking with fire.
The leadership team are supported by an independent, voluntary Advisory Council that acts to provide guidance on developments within forensic science and policy relating to road safety.
